Federal Government Bodies

The national strategy for the development of artificial intelligence is implemented through the efforts of federal executive authorities (FEAs). The President of the Russian Federation adjusts the objectives and goals of the strategy, a government commission coordinates the activities, and the FEAs implement the strategy. The FEAs include federal ministries, services, and agencies.

In total, AI will be implemented in 57 FEAs. In 2021, many FEAs carried out extensive work to introduce AI into their work; the leaders in this area were the Federal Tax Service, the Ministry of Emergency Situations, and the Federal State Statistics Service. At the end of November 2021, the leaders in digital transformation among regional FEAs stood out. These were the state authorities in Tula Region, Khanty-Mansi and Yamalo-Nenets Autonomous District.

In February 2022, regional state authorities together with the Ministry of Digital Development and the center of expertise for implementing the federal Artificial Intelligence project developed a roadmap for implementing artificial intelligence in 2022. According to it, regions have until the end of the year to collect anonymized data for AI training and select the best projects in this area.

By 2024, according to the AI development strategy, all FEAs without exception must approve changes to departmental digital transformation programs and implement measures to implement AI.

Areas of activity:

The Federal Compulsory Medical Insurance Fund is planning to use a voice assistant for smart speakers that will remind about doctor's appointments and collect feedback;

The Ministry of Internal Affairs implements pilot projects to detect serial crimes, as well as to determine human anatomical features from biomaterial from crime scenes;

Rosmolodezh is introducing a system to develop personal youth development plans; The Ministry of Construction is creating a service for document management and remote

The Ministry of Emergency Situations is implementing a project to detect thermal anomalies, predict water levels, and recognize destruction from photos;

The Ministry of Justice is developing an intelligent legal assistant and an AI-based system for the examination of regulatory legal acts;

Rosstat will use AI to work with cash registers to monitor the consumer basket in real-time and automatically classify citizens' appeals;

The Ministry of Industry and Trade is developing a project to analyze applicant documents using AI and introduce a chatbot to advise users;

The Ministry of Construction is creating a service for document management and remote attestation;

The Federal Medical and Biological Agency is implementing AI for research and clinical trials.

The Ministry of Health plans to detect signs of COVID-19 on CT scans using AI;

Adjustment of the Strategy

This Strategy shall be adjusted every three years by decision of the President of the Russian Federation, on the basis of proposals prepared by the Government of the Russian Federation with the participation of the association referred to in paragraph 54 of this Strategy, taking into account the results of the monitoring of its implementation and the dynamics of artificial intelligence development.
