On January 28, 2021, the Federal Law of July 31, 2020, No. 258-FZ "On Experimental Legal Regimes in the Field of Digital Innovations in the Russian Federation" came into force, and a satellite law was adopted “Federal Law No. 331-FZ of July 2, 2020” On amendments to certain legislative acts of the Russian Federation in connection with the adoption of the Federal Law "On Experimental Legal Regimes in the Field of Digital Innovations in the Russian Federation".
These laws and regulations allow for the establishment of experimental legal regimes in Russia, including the creation of the necessary conditions for the development and implementation of AI technologies as envisioned in the National Strategy for the Development of Artificial Intelligence for the period up to 2030.
One application of EPR is the development and operation of self-driving automobiles. The major Russian corporations testing self-driving vehicles are Sberbank and Yandex.
Sberbank is interested in not only public transportation but also agricultural machinery which is handled by Sberbank's Cognitive Pilot division. Yandex is increasingly developing self-driving taxis and delivery robots.
The Ministry of Economic Development, together with Yandex, has developed a program for launching commercial self-driving taxis.

The Register of Experimental Legal Regimes for Digital Innovation contains 44 initiative proposals in various areas.
The most promising initiative proposals relate to medicine, unmanned vehicles, access of AI developers to data sets from state information systems.
Access of AI technology developers to government data sets, including health information systems, in order to conduct research on clinical practice.
