The national AI code of ethics establishes general ethical principles and standards of behavior, which should be followed by the participants of relations in the sphere of AI. The Code applies to the relations connected with creation, implementation, and use of AI technologies. The document has a recommendatory character - participants of the AI market may join and sign the document on a voluntary basis.
The Code was developed by the Alliance in the field of AI, which unites leading Russian technological companies. The Analytical Center under the Government of the Russian Federation and the Ministry of Economic Development took part in the development of the document. Authorities, business representatives, and higher educational institutions signed the Code in the presence of Deputy Prime Minister Dmitry Chernyshenko at the international forum "Ethics of Artificial Intelligence: The Beginning of Trust", held in Moscow on October 26, 2021.
As of December 2022, 163 market participants, including such companies as Sberbank, Yandex, MTS, Gazprom Neft, Skolkovo Foundation, Rosatom, Rostelecom, Nornickel, Innopolis University, MGIMO, HSE University, ITMO University and others have signed the Code. Maximum transparency in informing about the level of AI technology development, opportunities, risks, successes and failures of application;
Responsibility for the creation and use of AI is proportional to the scale and significance of the application of these technologies;
The main priority in the development of AI technologies is to protect the interests of people, both individuals, and groups;
AI technologies can and should be implemented where they will benefit people;
Ethical principles evolve as new knowledge, challenges, and opportunities emerge;
The interests of AI technology development trump the interests of competition;
Responsibility for the consequences of the use of AI always lies with the person;
AI technology and AI ethics are beyond boundaries.
The Association "Alliance for Artificial Intelligence" with the participation of interested organizations will create a commission for practical implementation of the Code
To implement the provisions of the Code, AI ethics commissioners will be appointed and collegial ethics commissions will be created
At least 100 companies will join the Code by 2024
Russia is among the top 40 countries that have adopted the ethical principles of AI at the national level. The Russian code takes into account high international standards, including the recommendations of UNESCO and the G20.
As of December 2022, 163 actors - commercial companies, scientific, and government organizations - have already signed the AI Code of Ethics.
