Government Digital Transformation

Digital transformation of government agencies is necessary for the effective development of a modern system of public administration and prompt access of citizens to public services in a digital format.  

At the end of 2021, 282 services out of 457 were available for registration on the portal of public services. By 2024 all services for issuing certificates, social benefits and allowances will be available online. At the same time, it will remain possible to receive services in the usual format.

One of the main directions of digital transformation is the transition to domestic software, including in public administration. The state is going to develop the Russian IT market and create competitive developments.

The introduction of AI into the activities of Federal executive authorities and regional executive authorities;

Providing access to government datasets to organizations developing AI-based solutions;

Rating of digital transformation of federal ministries;

Rating of "digital maturity" of Russian regions.

Objectives of digital transformation

In 2021, the Ministry of Digital Development, Communications and Mass Media announced a cloud platform based on artificial intelligence, Gostech. It is developed for aggregating state information systems at all levels, from federal to municipal. Furthermore, it is planned to create a marketplace that will allow specialists to offer developments and agencies to implement and use the best solutions.

By 2024, according to the AI development strategy, all government agencies should approve changes to departmental digital transformation programs and implement measures to introduce AI. 

Deputy Prime Minister Dmitry Chernyshenko notes that one of the key objectives of the digital transformation of the authorities - by 2023 100% of software in departmental information systems must be domestically produced.

The transition to Russian digital resources is a matter of both creating quality services for citizens and businesses and the technological sovereignty of Russia.
